Public Procurement of Innovation

Public Procurement of Innovation has established itself as an extremely useful instrument for promoting innovation from the demand side, through the instrument of public procurement.

IDIVAL acts as a support agent for the Cantabrian Health Service in the field of Innovative Public Procurement.  Currently, the objective is to develop an intelligent platform for comprehensive patient safety monitoring.  For the time being, a preliminary market consultation has already been carried out.

Preliminary Market Consultation Now Open

‘Intelligent platform for dynamic integrated patient safety monitoring’. 

On 2 June 2023, the call for Preliminary Market Consultation (PMC) was published on the Public Procurement Platform (PLACSP) to determine the degree of development of the technology in the scope of a project for the development of an intelligent platform for dynamic integral monitoring for patient safety.

IDIVAL considers it of interest to gather, through this CPM process, information from economic operators, social agents and knowledge agents, in order to ascertain the state of technology and to identify and specify the characteristics of the possible innovative solutions that best adapt to the requirements of the challenge set out in Appendix I.

IDIVAL invites any commercial company and/or natural or legal person with an interest and capacity to develop an innovative solution to the challenge that is the subject of this consultation to participate in this consultation.

The deadline for submitting proposals is 15 July at 23:59h and the required documentation must be sent exclusively by e-mail to cpi@idival.org.

Participants must send their proposals by completing the form set out in Annex II, which can be downloaded from the IDIVAL Contractor Profile and from the State Contracting Platform and from this section of the IDIVAL website on Innovative Public Procurement.

An open online workshop was held on 13 June at 16:00h to resolve doubts about the consultation.

An online form has been set up (Annex III) available on the IDIVAL Contractor Profile and on the State Contracting Platform for the submission of any queries that participants may have regarding the preparation of proposals. The answers to these questions will be included in the ‘Questions and Answers’ document, which will be available and updated periodically, both on this website and on the IDIVAL Contractor Profile and the State Contracting Platform,

The deadline for submitting questions will be open until 15 July 2023. Participants should send the question resolution form (Annex III) to the e-mail address cpi@idival.org. In the subject line the following wording should be indicated: CPM – DUDA – NAME OF ENTITY – NAME OF PROJECT.

Preliminary Market Consultation Presentation Day

On 18 May at 16:00 hours, the presentation of the Preliminary Market Consultation (PMC) of the project promoted by the Regional Ministry of Health of Cantabria was held in a mixed face-to-face-webinar format:

‘Intelligent platform for dynamic integrated monitoring for Patient Safety’. 

This CPM is articulated within the framework of the possible application for a Public Innovative Procurement (PPI) project to the FID line (Promotion of Innovation from Demand) of the Ministry of Science and Innovation, which will be developed within the framework of the Spanish Public-Regional Operational Programme (POPE) 2021-2027 of the European Regional Development Funds (ERDF).

The innovation project ‘Smart platform for dynamic integral monitoring for Patient Safety’ aims to promote the development of innovative actions in the field of Patient Safety, supported by the engineering of the human factor, which facilitate more efficient management of public health services and contribute to an improvement in the quality of care.

At the present time and with the aim of continuing to clarify the potential of the market in the face of this challenge, the Preliminary Market Consultation phase of this project is being initiated with the aim of correctly preparing future tenders and informing economic operators about the procurement plans and the requirements that will be demanded to compete in the procedure, taking into account as the applicable legal framework the law 9/2017, of 8 November, on Public Sector Contracts in its article 115.

This conference is aimed at all those natural or legal persons who are interested in the topics of the aforementioned projects and, in particular, have the capacity to contribute one or more innovative proposals in any of the aforementioned projects.
